Normally the Debit Card annual fee is charged only once in a year, depending on the account type & Debit Card type you are holding with us.
It is possible that the day we charged a Debit Card annual fee on your account, your available balance may not have been sufficient enough to recover the full amount of charges. In that case, partial charges were debited & again the remaining charges were debited from the balance available in the account.
