The purchase of bills or documents under LC by a financial institution from sellers & providing instant funds via loan after discounting the bill amount is called LC bill discounting. When documents from the seller are negotiated at the counters of a bank & a facility is drawn out of it, after shipment, it is termed as Bill Negotiation.

Negotiation under LC is much simpler than availing regular working capital limits from a bank.
